Atmospheric nuclear testing
The research in that paper was done during the era of atmospheric nuclear weapons testing. During that time (the 1950s through the early 1960s), radioactive fission products were released into the atmosphere by hundreds of above-ground weapons tests and deposited over the entire globe over the course of years. That is the fallout that they correlate with ozone in that paper.
For a full year now, there have not been significant radioactive releases into the atmosphere from the Fukushima reactors. This is a very different situation from what they were studying.
