More mutagens in the environment = more mutations. An increasing (sudden or dramatic ?) rate of occurrence (of mutations) is a strong indicator of increased or increasing mutagens in the environment.
Recently it could have EVERYTHING to do with increased radiation. Twelve years ago it could be from any of the HUNDREDS (thousands if you count mishaps in production, research) that occurred prior.
Some of the radiological pollution created so far will last longer than the entire history of mammals on this planet.

The problem is - there was no nuclear accident 12 years ago to blame this on.
People - learn to think. Coincidence does not imply causality. Cats get birth defects just like humans do; and it has nothing to do with radiation.
