The collusive ties between government and industry were what undermined nuclear safety regulations. According to Mainichi reports, as of the end of August, at least 50 former bureaucrats held positions at Tokyo Electric Power Co. (TEPCO).

The nuclear village has been the darling of Japan's post-war era, so reforms won't happen overnight.
