I'm amazed that NO news of any law firm/s filing an international class action lawsuit on grounds of gross negligence against GE, Tepco et al for permitting the plant and others like it to be built in a known seismically vulnerable geographic area.

Japan has a long history of earthquakes and tsunamis as we all know-

Is this really what Kan said? Could it be a mis-translation into English? Because if Kan really said this it is completely ridiculous. Earthquakes CAUSE tsunamis, and the Japanese are well aware of that. So Kan's statement simplifies down to: ''we had never foreseen a situation in which a quake-tsunami and a nuclear plant accident would occur at the same time.". But it is surely common sense that any building or equipment at all can be damaged in a big earthquake, including nuclear plants, and building such plants right next to the sea makes them vulnerable to the very real further danger of a resulting tsunami flooding the equipment that survives the earthquake. So It is hardly rocket science to be able to see that an earthquake can directly cause a nuclear plant accident.

Actually, the statement is credible. It is quite apparent that the Japanese disaster scenarios did not anticipate 3 meltdowns, resulting from a tsunami; caused by an earthquake.

They probably did not anticipate a $20T cleanup bill and a radioactive induced public health crisis.

Present circumstances indicate that such considerations SHOULD have been planned for.

Japanese, American and European politicians have been living in a dream world for quite some time.

Time to wake up ... and smell the coffee.
