Report No. 042: Radiological Factors Affecting Decision-Making in a Nuclear Attack
While browsing the various reports available for purchase on the National Council on Radiation Protection (NCRP) website, I found this interesting one, ca. 1974, entitled:
"Report No. 042 - Radiological Factors Affecting Decision-Making in a Nuclear Attack":

It appears that the report was created to help offer guidance for
"those responsible for citizen preparedness in a nuclear attack...with emphasis on radioactive fallout."
It's preface states:
"This report was prepared to assist in preparedness activities for large disasters in which exposure of many people to nuclear radiation is of primary concern."
So if such a document has been in existence since 1974, one would assume that the IAEA has access to this type of information as well, and has shared it with the Japanese government and TEPCO, to help guide them in the appropriate responses to the disaster at Fukushima, yes?
This information surely would have proved useful to them especially in the early days of the disaster when, as we are now discovering, the Japanese government and TEPCO had been less than forthcoming with disseminating vital information they already had to their citizens which could have protected them from needless exposure to radioactive fallout...
I haven't purchased the above-referenced report (and I believe vital potentially life-saving information like this should NOT be "for sale" but freely available online to anyone needing such information, especially during a nuclear disaster like Fukushima), but perhaps the NCRP should donate some copies to send to the Japanese government and TEPCO, just in case it has important information that might help improve their overall response to helping the good citizens of Japan protect themselves from any further unnecessary exposure to radioactive fallout?

The Japanese have been nuked before. They know the drill. They were lied to by their government and the media, or they would have reacted appropriately.
That is why the Japanese are so furious about this lying. They could have saved their children from ARS, leukemia, cancer and death.
The approximate distance as the crow flies in miles from Fukushima Japan to Nagasaki Japan is 682 miles or 1097.34 Kilometers
Hiroshima is 486 miles or 782 kilometers from Fukushima.
The liars are going to be facing the 'tender mercies' of the Nippon. Oh and ask a WW2 combat marine what that means. It ain't gonna be pretty. They are just getting started.
Oh and the liars are probably well advised to not expect much sympathy from me; 'cause there will be zero.

This useful guide probably just tells the authorities to downplay the danger in order to avoid panic.
after seeing the video of Oklahoma city rain at 1.6 microS i don't know what to believe, but I suspect that if you only test air, water, and soil that you ALREADY KNOW contain low radiation amounts, and DO NOT test air, water and soil that you suspect are contaminated, you could paint a much nicer picture for the public and appear to be independent of the government and industry to which you owe all of your funding, salary, and future employment opportunities.
The thought has crossed my mind reading this site. can't help it. We saw the way the system operates with BP and the government downplaying the size of the oil spill last year, and Fukushima makes the BP oil spill look like a tiny problem in comparison. I predict Tokyo will be a ghost city within 5 years.
all the pro-nuclear folks go ahead and say what you like. we will know for sure in 5 years. maybe less...
