Is there anything we can do to facilitate more testing across the US?

With both the EPA and Health Canada shutting down their tests in April (appears from a historical review that this had never happened in the past), what can we do to get the government or any other entity to resume testing? I know the EPA representative says the fallout "pales in comparison" to natural sources, well if that is true prove it. I find it even more suspect given the high levels of internal radiation recently found in Tokyo residents that have not gone near Fukushima.
