The hotspots are located in a small area of the reactor complex. These spots were identified by a gamma camera. It is safe to assume that while they are incredibly dangerous at close range, the gamma rays cannot travel great distances. Now, if the source of the gamma rays was pulverized in an explosion, you'd have a different problem.
