The filters were suggested to be able to decontaminate water at levels TEPCO was proposing, for the period of one month per filter set.
They got five hours before it was too contaminated to continue.

Duh! Anyone who has ever
Duh! Anyone who has ever worked in a nuclear plant with filtering systems knows that just the concept of this operation was ridiculous. For a normal operating plant without fuel problems and with fairly “clean water”, filter change outs are one of the most radioactive procedures.
How stupid is TEPCO? You sample the water you wish to filter. You measure the radioactivity of the water. You calculate the filters efficiency, and then you should have some idea how radioactive the filters will become.
I do not know what worries me more: the inability of TEPCO to perform these calculations, or the fact that they are telling the world how stupid they are. It reminds me of when they talked about getting to a cold shutdown condition within a few months when they knew they had 3 meltdowns.
I know they hide the truth and lie to avert panic and responsibility, but why are they playing these shell games with procedures that have no chance of success?
Possible oil and sludge
While I understand what you are saying, it could be that they sucked out more oil and sludge than anticipated. And I agree that they should sample. But, I'm not sure how they would sample how much sludge is going to be encountered until they actually started running it.
In any case, they are in a very complicated, difficult and dangerous situation. They are going to try things and fail. That's a simple fact. All we can do is hope they succeed at some point.

TEPCO or sales weasels?
You are exactly right, it should not be difficult to make that calculation. But I'll be the guys selling the Miracle Filter Product told them, "Hey, this is easy! No problem!" like they often do. And TEPCO needed a solution, and here one was.
