chernobyl fallout in the states greater than fukushima, so far?

i was wondering: since (according to what i've read) radioactive depositions in the states (even western states)were greater following chernobyl...so would this have meant that these terrible "hot particles" would also have been present in higher quantities at that time? or are these something specific to the reactors in japan?

sorry, not a scientist...just trying to figure this thing out.
