Why does EPA only offer Beta graphs in certain locations?

Kansas City, Jefferson City and other midwest cities do not have a Beta graph on the EPA website. Even the Wichita Beta monitor does not appear to be working. Springfield has been turned off or isn't working.
Anyone know the reason?
