Help with interpreting levels

I live in Jackosnville FL, and I have looked at the levels posted by EPA. It says that we have been having elevated levels, but then it says that it is not harmful. BRAWM would you please help me to understand?

Looks like several of the ranges spiked

Wouldn't the spike of most if not all ranges indicate it's something
other than Japan?
