The "Atomic Village" refers to "THE GROUP" of nuclear scientists (a small, closed group) who control/oversee the reactors/nuclear industry in Japan. The article provides a good synopsis of Japanese culture...a culture based on conformity and blending in with everyone else, not rocking the boat, never whistleblowing, extreme loyalty to job/family, etc. Americans are known for their non-conformity, speaking their minds, standing up for the greater good, etc. Different cultures, different norms.
This article is not scare-mongering...it merely presents a picture of what life is like in Japan and how people are EXPECTED to behave to remain part of the mainstream of Japanese life. Are their culturally-based responses to this nuclear disaster frightening? Yes, they are, but the article helps us understand what is happening in Japan.

I think you might be having a knee-jerk reaction to the title because if you have read the article, you would understand the importance of understanding the Japanese mindset during this nuclear crisis. Their action - or INACTION - during this crisis is directly related to that mindset.
I've watched this nuclear event unfold for over two months now. I've asked, "Why aren't they doing something to stop the spread of nuclear materials worldwide?" "Why haven't they called upon the Russians - or the Americans - to help?" "What are they waiting for?" "Why aren't they enclosing these facilities?" The Russians sent in their army...and stopped the nuclear releases in a few weeks! In Japan, the situation is much more dire than Chernobyl because of the number of reactors, stored fuel, etc.
Early on, I came to a conclusion: They are trying to save the nuclear plants...not stop the spread of nuclear materials! It is about the money...and saving face. Of being able to do it all themselves without having to ask for help from outside. The more people who understand this...the more pressure we can place on OUR officials to pressure THEIR officials to act in a responsible manner.
