failure in nuclear plant backups in US

We have some creaky back-up equipment in nuclear plants here according to a congressional study--but according to the NRC chairman, only 1/3 of the 104 reactors are problematic!! Learning from the past,anything important from one of these studies is usually not implemented; it's more of an intellectual exercise at the expense of actually doing something valuable. As of this writing, there was no mention of the gov. actually ordering any changes.
