The main article in the link is about them allowing residents of
one of the villages in the evacuation zone go back for two hours.
No mention of reactor 4. I don't see any other articles on reactor
4.

I think you are mixing

I think you are mixing unrelated information. The mainichi article mentions works to reinforce the structure underneath the pool but within the building, not the building itself.

And the idea of the building of reactor no. 4 "leaning" is a bit absurd and is based on a video feed taken from at least 30 km away. If you look at the tower near reactor No 3 you would see that it is also "leaning", which seems to be a problem with the camera itself more than anything.

Journalists talking about this are just an example of incompetence. There is an important amount of data being published every day which would require context and serious analysis, but they decide to spend their time analyzing a youtube video.

Can i ask

Why do u think it's absurd the structure may be leaning after all tepco has stated there is structural damage there were explosions and a 9 point earthquake.

The building is damaged, that is obvious. Trying to judge if the building is collapsing from a low resolution live feed taken from at least 30 km away, however, is absurd. Absurd specially if you consider the amount of data on temperatures, pressure, radiation around the facilities, seawater contamination and so on that is being published daily. Why would a journalist focus on what may very well be a result of the placement of the camera and the kind of lens used instead of the hard data?

The building falls over u have gamma from spent fuel making plant unreachable so it does matter although your premise makes sense.what's absurd is for anyone to trust tepcos data it's a mess no matter how u shake it.
