Some Sick Agenda in the Cards

You may be unaware, but the DOE has been part of a joint project with the Japanese Ministry of Science to map the extent of the contamination, the US army sent a CBRN team to train the Japanese Self-defense forces, the IAEA sent teams to measure radiation levels in several regions and even Greenpeace was around measuring radiation around the evacuation zone and now taking samples of seawater.

I would consider this to be part of an international response. Not enough, maybe.

Japanese self defense forces have participated on the works at the plant, but still, I don't know why would you want a bunch of non specialist military guys running around the facilities while there are still months of delicate operations to be carried out at the plant. You may be thinking on the Soviet reaction at Chernobyl, but the situation in Fukushima is different. You still have the containment vessels around the cores, and burying them in concrete would only help building pressure inside and cause more explosions, I've read.

But anyway, can you develop a bit more the reasoning through which you go from "lack of international action or even a massive Japanese reaction plus 0 military involvement" to "some sick agenda"?
