I would consider this to be part of an international response. Not enough, maybe.

Japanese self defense forces have participated on the works at the plant, but still, I don't know why would you want a bunch of non specialist military guys running around the facilities while there are still months of delicate operations to be carried out at the plant. You may be thinking on the Soviet reaction at Chernobyl, but the situation in Fukushima is different. You still have the containment vessels around the cores, and burying them in concrete would only help building pressure inside and cause more explosions, I've read.

A containment structure would only need to keep radiation (gas and particles) from escaping. Doesn't need to be like Chernobyl.

In 20 years they can break apart the reactors and ship the parts off to be stored underground.

The severity of Fukushima is worse than TMI, but the cleanup will be similar.
