this is a video showing robots inside the reactors to measure radioactivity and to deliver pictures. its in German but is says that radioactivity inside the reactors is 6000 times normal and that they do not know whether any human person will ever be able to enter the reactors due to the high radioactivity it also states that control panels and doors and other stuff inside the reactors are destroyed.
Looks more like a post chernobyl reactor to me.
The truth could be that humans will never be able to enter them and it looks like Japan does not want to deploy liquidators like the Russians, meaning, those reactors may never be covered with cement or anything.
