Is this footage from Fukushima?

I saw this link posted in this forum a few days ago. It's quite dramatic. I haven't been able to find an English-language link explaining exactly what it is. Is this verified as an explosion at one of the Fukushima Daiichi reactors?

Not Fukushima

That fire and explosion was at an oil refinery in Ichihara,
Chiba Prefecture, Japan. Which is about 42 driving miles from
Tokyo. And the fire was well before the reactors at Fukushima
overheated. You can see a different view in the following NHK/CNN
