Does radioactive fallout affect ice and snow?

I've been keeping a close eye on "global warming", which should more appropriately be called SOLAR SYSTEM warming, and was wondering if the radioactive fallout would in theory affect the rate at which ice melts. It seems if you had an atom radiating it would give off some heat.
