How far up in the atmosphere is the jetstream? connection to southwest airline plane?

Hello:

can someone please inform me how many miles up from the surface ground of the US the jetstream travels?
Will the radioactive particles be in the cabin of an aircraft during a flight?
Could the recent whole in the plane of southwest airlines have been caused by xenon 33 gas or other radioactive particles in the jetstream?
