Cesium brought down in rain

I read that at Fukushima they are attempting to spray resin over debris because radioactive particles that had been contained while wet are now at risk of dispersing in air as water evaporates. I was wondering how this relates to the situation here in California where radiation was brought down by rain and deposited on the ground, but now that the rain has stopped and the ground is drying (or dried), the particles will be more able to become airborne. Is cesium deposited on the ground at risk of becoming airborne and inhaleable as the ground, grass, leaves, etc. dry?
