Declining Radiation Question?

The Data from both air and rain water samples has shown declines from the prior peak levels. What is the probable cause for this? Could it be climatic, or do we have declining emissions from Fukushima? Or could the spike be from the two hydrogen explosions that pushed more radiactive contaminants into the atmoshere.
