Should we take maximum air contamination or some sort of cumulative contamination?

When we calculate potential radiation exposure, should we take the maximum air Bq/L we have seen so far or should we take cumulative?

Does the answer depend on the half-life of the isotope? I suppose for Cs, we should take cumulative effect?
