My opinion: Nuclear arms are present in this world whether we like it or not. Immediate unilateral disarmament would be suicidal and thus is very unlikely; hence the only proven way to prevent the use of nuclear weapons is the threat of nuclear retaliation. In order to maintain this threat, countries need to do nuclear tests. Thus, nuclear testing helps guarantee peace. I believe that we need to work on multilaterally disarming everyone - but in the meantime, we need to maintain our nuclear capability in order to guarantee peace. Thus, I have no objection to the small scale tests planned by the French.
