Is there a threshold level for health effects?

In frequently asked questions #7 the answer suggests there is a threshold for health effects from radiation. My understanding is that there is no threshold for health effects of radiation, that even small levels result in increased risk of health effects (National Academy of Sciences, 2005). Please clarify and/or be more accurate in language.
