Japan should pursue a more MUTUALLY satisfactory business arrangement with the USA. The USA presently has a MASSIVE SURPLUS of Liquid Petroleum Gas (LPG) supplies. Butane, propane and the like can purchased, processed and transported, for much lower costs, than LNG to Japanese electrical utilities and for transportation fuels. The slight advantages of LNG are significantly outweighed by the LOW Cost and plentiful supplies of LPG. Chubu is unwittingly playing into the hands of merciless traders who are creating an artificial shortage of LNG. Japan can, and should make a better deal.

NAGOYA — Chubu Electric Power Co. is stepping up its drive to secure cheap and stable supplies of liquefied natural gas from the United States. Gas prices have been declining since the mid-2000s in the United States because the shale gas revolution has made vast amounts of gas available that were previously off limits to commercial production.
Utilities have stepped up LNG imports for their thermal power stations, which are running at high capacity nationwide to offset the loss of atomic power generation. On July 31, Chubu Electric signed a liquefaction deal with a subsidiary of Freeport LNG Development L.P., which runs an LNG terminal in Texas. Osaka Gas Co. is also party to the agreement. Under the deal, Chubu Electric will receive 2.2 million tons of LNG per year, equivalent to around 20 percent of its annual procurement needs. If domestic companies succeed in establishing a business model based on the procurement and liquefaction of gas in the U.S. for Japan, they may be able to seize the initiative from suppliers who have been mercilessly driving up prices.
Yuji Kakimi, an executive officer at Chubu Electric, stressed the importance of the Freeport LNG deal, describing it as "a new step" in efforts to enhance the nation's energy procurement program."We want to create a new chapter in the history" of Japan's energy industry, Kakimi said.

Summary
There is a fairly widespread impression that most of the propane consumed in this country comes from crude oil or is imported from other countries, and is subject to the same types of energy security risks associated with gasoline, diesel fuel, and other products produced from imported crude oil. However, due to recent changes in propane supply trends, these impressions are no longer valid. Today, propane is a domestically produced energy source.
Due to growth in propane production from domestic natural gas liquids, the U.S. propane industry has recently achieved three major supply milestones:
1) In 2010, the U.S. became a net exporter of propane for the first time in more than 30 years.
2) In 2011, total U.S. production of propane from domestically produced natural gas liquids exceeded total U.S. consumer propane demand for the first time.

About a month's production
The Chubu contract amounts to about a month's production of LPG, at the present (depressed) USA refinery LPG production rate.
At a BTU parity price with LNG, the available USA LPG will substantially increase, as will the available USA LNG.
This is because, the excess LPG both depresses prices paid, and available supplies of gas at the wellhead.
Increased LPG contract use will INCREASE total wellhead revinues, to gas producers, while reducing the USA/World LNG price.

A fraction of every barrel of crude oil that is refined winds up as LPG. LPG production will go up only if more crude oil is refined.
The rate of crude oil refining is set by the demand for the more valuable gasoline and diesel fractions. The fixed fraction of LPG produced relative to gasoline causes supply of LPG to exceed demand in the US leading to a low price. Increasing the price of LPG will benefit us refiners but will cause no increase in production.
But hey, if there's money to be made might as well sell it to the Japanese.

Gas at the wellhead is generally separated and piped separately from the oil.

The production from US petroleum wells varies significantly. Some wells produce dry gas, wet gas, condensate, oil, heavy oil, high paraffin, tar and so forth. There are various mixtures coming out of the ground, from the same well, depending on depth and/or formation.
Wellhead gas contains methane, propane, butane, pentane and so forth and sometimes even 'half-drip' a naturally occurring gasoline.
The retail natural gas market and LNG exports are high-purity methane. The longer-chain hydrocarbons and water having been previously removed. LPGs are the bottom end, longer-chain hydrocarbons in the gas-production. LPGs are the shorter-chain hydrocarbons in the oil-production. LPG products are derived from oil production and gas production.
Natural gas processing is, for the most part, a separate process from oil-refining. There are some overlaps.
Plus, the chemical engineers can, with some effort and expense, lengthen and shorten the hydro-carbon chains to produce what the market demands.

LPG is accumulating in storage til there is no more storage available. This accumulation of LPG is now affecting the LNG marketplace. The effects include low wellhead price and low demand for natural gas. This is causing a reduction in DRILLING of gas wells in the USA and Mexico, as QUOTED previously.
So to speak, the natural gas and LNG marketplace 'Drain is plugged', by the accumulation of unsold LPG. This 'drain-plugging' will rapidly lead to a shortage in natural gas on the domestic market and the LNG (export market).
WE do not wish to 'Flare', the LPG. LPG is a clean burning fuel which can, and has been used for transportation, home heating, cooking and electrical generation.
The next time, you are functionally and/or totally ignorant on a subject; questions are in order. Arguments, distortions, half-truths and/or lies ... are not 'in order'.

The world's most powerful investment bank is a great vampire squid wrapped around the face of humanity, relentlessly jamming its blood funnel into anything that smells like money. In fact, the history of the recent financial crisis, which doubles as a history of the rapid decline and fall of the suddenly swindled dry American empire, reads like a Who's Who of Goldman Sachs graduates.

A LOOMING LNG shortage
Japanese electrical power customers should review previous natural gas outages. A VERY expensive winter outage is headed toward Japan, to motivate atomic reactor restarts. This outage and price rise can be avoided by merely ‘adjusting the fuel jets from LNG (Methane) to LPG. It is a minor change. Certain Japanese nuclear power plant owners, operators as well as Engineering and Construction (E&C) firms are feverishly working with their counterparts in the USA to create a disastrous shortage in Methane. These nuclear industrialists and market manipulators are attempting to DRIVE Japan back into the nuclear power fold.

Texas power outages attract interest of federal regulators

HOUSTON — As federal regulators look into the causes of the Texas electricity blackouts, they will use the inquiry to think about how to ensure that a new fleet of natural gas plants around the country can get plenty of fuel. Federal Energy Regulatory Commission Chairman Jon Wellinghoff said at the CERA Week conference that he wants to know the reasons for the Texas power generation outages and for interruptions in natural gas delivery to New Mexico.
But the Texas outages revealed some ways that the electricity grid remains disconnected from the natural gas pipeline network. The cold weather also boosted demand for natural gas to heat homes and caused pipeline pressure to decline. That led natural gas utilities to cut service to some power plants that had interruptible contracts, leaving those plants unable to fire up.
ERCOT started rolling outages to prevent total blackout. That caused some natural gas wells and pipeline facilities to stop, further aggravating the shortage. Texas officials are considering requiring natural gas plants to have firm fuel contracts and creating databases of critical natural gas and electricity infrastructure to share among grid operators and regulators.
