Outdoor pool safe?

Is it safe for kids to swim in outdoor pools, lakes and beaches in BC (near Vancouver), Canada? Nobody is concerned except me around here. My husband says we are drinking rainwater and eating produce grown in rain so why worry. Is he right? Thanks.
