Manslaughter is when you are legally obligated to perform a duty, and you perform that duty negligently and someone dies as a result.
For example, when you drive, you have a legal obligation to operate your vehicle in a safe manner. If you are negligent in the operation of your vehicle, and someone dies; you have committed manslaughter.
If you drive 60 mph through residential streets posted at 25 mph, and you come around the curve and hit some kids crossing the street because you couldn't stop from 60 mph in time, and they die; that is manslaughter.

A. California does stockpile emergency supplies, including potassium iodide (KI) tablets. Potassium iodide tablets are not recommended at this time, and can cause significant side effects in people with allergies to iodine or who have thyroid problems. Potassium iodide tablets should not be taken unless directed by authorities. A seafood or shellfish allergy does not necessarily mean that you are allergic to iodine.
As with all emergency preparedness, make your own preparations or hope for the gov to take care of you. The minute you decide you need it everyone else will too and the existing stocks won't be enough for everyone. It's freely available now so buy some and keep it in your emergency kit.
Luckily for us in California the contamination was insignificant and prophylactic measures were not necessary.

20% of people on the west coast are going to die of cancer. That was true before fukushima. It is still true after fukushima. There will be no measurable increase in cancer on the west coast.

BRAWM measured the amount of radiation; and it was "in the noise" compared to natural background.
Additionally, KI pills don't protect against just any radiation. KI pills only protect you against uptake of radioactive Iodine-131. The potassium (K) in KI is a congener of iodine; a chemical "cousin". If you take KI and load up your thyroid with potassium, then your thyroid won't want to uptake any Iodine-131 from the environment.
However, Iodine-131 is very short lived. Any Iodine-131 released by Fukushima has decayed to non-radioactive Xenon, a LONG time ago, shortly after the accident.
That's why medical and radiation protection authorities deemed that the use of KI was not needed nor effective.

A CT scan can give you ~8 mSv. A significant source that you should not get for trivial reasons but only if it's value outweighs the additional risk of cancer.

An abandoned federal program would have a proper paper trail, including the Congressional Record. The quotes are not attributed, but were probably accurately reported, though deceptively made. This article has the general appearance of a hastily concocted pack of lies, IMHO.
