This is not a good development...I got the idea that Jaczko was an alright guy trying to reign in the industry.

That's not what I heard
Even before Fukushima, Jaczko was like a petty dictator that was abusive to subordinates. We don't need someone like that as chairman of the NRC; there are loads of much better candidates.
The other 4 commissioners, Democrat and Republican alike; wrote to the White House and essentially said, "You have to get rid of this guy". Sure he's "resigning", but do you think that's his idea? That's just face-saving. The truth is President Obama won't put up with abusive managers. Word is Obama wants him gone.
I read he brought female employes to tears!?.

"Safety issues that take 10, 15 years to resolve are not helpful for anyone," Gregory Jaczko told a news conference after speaking at an annual industry meeting held in Charlotte, North Carolina.
