Is it possible to "decontaminate rice paddies?"

I would like to ask the scientists about some of this information taken from Jaif.org.

Of this webpage, I will ask about only two examples. Rice and Rubble.

This webpage implies that rice patties can be decontaminated for assumed consumption, scientfically speaking can you please explain how this is done?

Scientifically speaking, what is the safest way to dispose of all the contaminated rubble? Burning it has many people suggesting this is not a safe disposal method.

Rice:

MAFF decided to allow farmers to plant rice in 6 cities and towns, in which more than 100Bq/kg up to 500 Bq/kg of radioactive substance was
detected in rice harvested last year on condition that a municipality would conduct decontaminate rice paddies and develop system to check all
bags of rice in advance of shipment.. (News of April 5)

Contaminated Rubble and Sludge:

MOE made a downward revision of rubble generated in affected area of Iwate, Miyagi and Fukushima prefectures at the Great East Japan Earthquake from 22.51 million tons to 18.79 million tons. 620 thousands tons of
wood debris, 440 thousands tons of burnable materials and 1.29 million tons of incombustible of these rubbles are to be disposed of outside affected area. However, rubble that has been disposed of is only 74 thousands
tons. (News of May 22)
・The central government called for 35 prefectures and 10 major cities to accept and process these rubbles. In response to the request 11 prefectures and 10 major cities including Tokyo which has already done it express
their positive will. (News of April 7)
・Shimada city in Shizuoka prefecture started accepting rubbles from Iwate prefecture. The municipality has a plan to process 5000 tons in total. (May 23)
・Trucks carrying rubbles from Ishinomaki-city of Miyagi prefecture arrived in Kitakyuushu city to incinerate it on trial basis. The opponent citizen’s group tried to stop from bringing these rubbles in storage place .(News of
May 22) Trial Base incineration was conducted during May 23 to 25.
