They are holding a marathon relay race in Fukushima city.
At this moment when this article is being written, teenage runners are running.
The radiation level is as high as mandatory evacuating area in Chernobyl.
Thousands of people called the administrators to stop the race but it ended up started.
Runners are 13 ~ 31 years old.
Most of them are teenagers.

In Japan the keiretsu comes before the individual. The 'individual' is in fact 'owned' as part of the keiretsu. There is no doubt strong economic forces at play in this. Japan has preserved a very feudal society in some respects. Nukes in Japan are like a sputtering candle on a dried-out xmas tree.
Reminds me of several scenes in Conan The Barbarian: the opening tile shot of a card with the words "That which does not kill us makes us stronger", and the scene where James Earl Jones waves the virgins to leap to their death.
