Even though Chernobyl was MUCH, MUCH worse than Fukushima in terms of radioactive release; because the predominant motion of air is from west to east; the USA is about 1/3 of an Earth rotation downwind of Japan. However, the USA is 3/4 of an Earth rotation downwind of the Ukraine.
The radionuclides from Chernobyl had to make a 3/4 rotation west to east in order to get to the USA. The much longer transit allowed the Chernobyl plume to disperse more.
So even though Chernobyl was a MUCH worse accident than Fukushima; the fact that Chernobyl is 1/4 revolution downwind of the USA and that Chernobyl debris had to make a 3/4 revolution to get to the USA, limited the exposure due to Chernobyl.
