On March 11, 2011 a monstrous earthquake off the northeastern coast of Japan generated a tsunami which hit the coast to wipe out farms, villages, towns, and about 20,000 people. It also caused the total meltdown of 3 out of 6 power reactors at TEPCO's Fukushima Daiichi nuclear power plant, catastrophic explosions and spent fuel fires at 4 of the 6 plants, and the release of at least 260% MORE cesium-137 than was released in 1986 by the last big nuclear dirty bomb that went off at Chernobyl in the Ukraine.

At Fukushima Daiichi, workers have been unable to locate any of the three melted cores, and as of March 2013, there are still over 10 million becquerels per hour, or 240 million becquerels per day, of radioactive cesium being released from the reactors.

Now, TEPCO attempts to minimize these numbers by pointing out that the cesium release from the crippled Fukushima Daiichi reactors was about 800 trillion becquerels per hour right after the disaster, but the fact remains, that a 10 million becquerel release would be a nuclear disaster in itself at any nuclear facility not named Fukushima Daiichi or operated by TEPCO.

The scenario the experts had warned TEPCO about and which the company ignored, became a reality. At Daiichi, there would be no way to keep the nuclear fuel from melting down. The only thing TEPCO could think to do was to keep the matter a secret from the public for as long as they could.

By 9:00 a.m. on the morning of the 12th the villages around the plant were finally evacuated. TEPCO ordered the venting team to go in. Plant logs show the first two volunteers went in at 9:04 a.m. Radiation reading were extremely high. Each worker was limited to seventeen minutes in the reactor building. Radiation was inevitably vented from the reactors. Mayors in nearby towns of Soma, and Haranoumachi could see the radiation clouds moving toward their communities. Nobody from TEPCO, or the Japanese government bothered telling them to evacuate.

On March 11th, 2011 at 2:46 p.m. the earth began to shake violently.

At 3:15 p.m., waves traveling at more than 500 m.p.h., (according to Britain’s National Oceanography Center), and more than 40’ in height made their way toward Japan’s entire eastern coastline.

At 3:35 p.m. the biggest of a series of waves struck Daiichi. It was more than twice the height of the plants seawall. In 2009, TEPCO had been warned by a government committee of scientists that its tsunami defenses were inadequate. TEPCO ignored those warnings.

In comparison, a typical chest X-ray exposes an individual to about 0.02 mSv.

Chief Cabinet Secretary Yukio Edano would reveal that levels had risen to over 1,000 millisieverts, before the dose level began falling again to 600-800 millisieverts per hour, which is still considered unsafe for workers. ”So the workers cannot carry out even minimal work at the plant now,” Edano said. “Because of the radiation risk, we are on standby.”

“Please do not go outside. Please stay indoors. Please close windows and make your homes airtight. Don’t turn on ventilators. Please hang your laundry indoors,” Chief Cabinet Secretary Yukio Edano said to the residents in the danger zone.

Suppose it wasn't a refinery fire, but an accident at a pesticide chemical plant as happened in Bhopal, India. Releases from the plant may necessitate that the public in the vicinity be evacuated.

In any evacuation, you need to have an orderly exodus. Recall the recent nightclub fire and the nightclub fire in Rhode Island involving the rock group "Great White". In those fires, people streamed toward the doors which became blocked, and people were trapped and killed.

If the authorities are informed by the Administration, which in turn is informed by NARAC, that an evacuation is necessary; then the local police and civic authorities can oversee an orderly evacuation from the area.

Suppose instead that NARAC takes it upon itself to tell the public, "You are in danger, get out QUICK!"; then you have a situation analogous to the nightclub fires. Panicked residents hit the roads, and the highways become clogged.

Clearly, the best outcome is for an orderly exodus overseen by civil authorities. You don't want NARAC, in essence; "yelling 'fire' in a crowded theater". That's why NARAC is compelled, by law; to report to the Administration, and the Administration decides on the appropriate action and information release. Bozo - we are interested in saving lives. Consider the case of those nightclub fires. The nightclubs patrons panicked, ran for the doors, there was a pile-up at the doors, the patrons were trapped, and succumbed to the fire.

In an emergency, we need to have an orderly exodus, and not a panic. When people panic, the doors become blocked, and people are trapped and don't escape. People died because of the panic.

It's really HYPOCRITICAL for someone to claim that they want the information in order to save lives, when it is readily apparent that is not the above poster's motives. The poster above doesn't care if people die or not. He / she has some ill-considered contention that information property rights trump all other considerations; including whether people are killed or not.

In an emergency, the best outcome and the best chance for saving lives is to have an orderly exodus. In the nightclubs, it would have been better if people didn't panic and exited the clubs in an orderly manner so that lives could be saved. When a geographic region is threatened, and evacuation is necessary; we need to have an orderly exodus supervised by the civil officials so that the highways and by-ways do not become clogged and useless.

Saving lives is the "prime directive" here. That means that the information needs to be controlled and dispensed in a controlled manner so that we don't have a panic. Our poster above eschews this, and says, So FRIGGING WHAT!

Typical of the immature mind of the above poster. The "what" in this case is that dispensing the information in an uncontrolled manner could engender the panic, and result in needless deaths. That's not what we want.

The "owner" of the information is the US Government, and not the individual taxpayers. Our elected representatives and administrators need to use the information in a manner that results in the best possible outcome and saves the most lives.

Our resident IDIOT is in ERROR in proclaiming that the citizens of Japan paid for the NARAC data. The data / analysis was collected / analyzed by units of the Department of Energy. The Department of Energy "Remote Sensing Laboratory" based in Las Vegas collected the data, and NARAC based at Lawrence Livermore National Laboratory analyzed the data:

Both of these organizations are part of the Department of Energy. The citizens of Japan didn't pay for anything collected by the US Department of Energy. The citizens of the USA paid for that data.

However, just because the citizens paid for the information doesn't mean it is owned by individual citizens. It is owned by the US Government. For example, the citizens of the USA paid for the designs of the thermonuclear weapons or Hydrogen-bombs that were designed by Lawrence Livermore National Laboratory. Does that mean that any old person that is a US citizen has a right to have a copy of those nuclear weapon designs because all US citizens somehow "personally own" those designs? Of course not.

The citizens of the USA also pay for the National Security Agency which makes the cryptographic codes for the USA. Does that mean individuals get to see the secret codes?

The fact of the matter is that the US Congress, our elected representatives that DO speak for us in terms of legal matters; has written the laws and regulations that individuals such as myself are reporting.

The laws and regulations as promulgated by the US Congress are that the organizations such as NARAC and the Remote Sensing Lab are capabilities that report to their parent organization, the Department of Energy.

When there is an emergency; these organizations report their results to the President for determination and action.

NARAC and the Remote Sensing Lab are composed of, and run by, private contractors. One doesn't want private contractors making the determination as to what information is provided. Instead, these private contractors are required to provide the information to the President, and our elected representative, the President; makes the decision as to what information is released, and how it is used.

The forum's resident IDIOT cites the laws of Michigan that provide for the creation of cities in Michigan and their charters.

However, the new "emergency financial manager" or EFM for the City of Detroit was created pursuant to Public Act 436 passed by the Michigan legislature in the last few months.

Evidently the above poster doesn't understand that the Michigan legislature passed PA 436 with current laws in mind, and that the provisions of PA 436 SUPERSEDES any provisions of the older laws that are in conflict with PA 436.

Come on, dummy; put your brain in gear. The Michigan state legislature passed the laws that provide for the creation of cities in the 19th and 20th centuries. However, now some of those cities are in trouble, and the Michigan legislature has passed a law to provide for the creation of emergency managers. You can't say the Michigan legislature in 2013 can't do something because of something the Michigan legislature did in 1909. The Michigan legislature can certainly change the law.

This is just more indication of the abject infantile understanding the above poster has of the law and facts in general. I don't know how many people would actually think that a legislature is constrained by what the same legislature did at a previous time.

There are people that don't like the EFM for Detroit; mostly they are the same people that caused the problems that Detroit has. However, from watching the reports on the EFM on the Detroit TV channels and the response of the people and the "man on the street"; they are all hopeful that the EFM can get Detroit finances back on track.

Of course, this discussion is a diversion. Cities in Michigan are not part of the State government; they were created pursuant to laws passed by the Michigan legislature and their "takeover" is also pursuant to laws passed by the Michigan legislature to deal with an emergency situation.

That doesn't alter the fact that the WHO, IAEA, and CTBTO are agencies of the United Nations and directly responsible to the United Nations parent organization. If anyone is "buying" or doing a "lease purchase" of the WHO, IAEA, or CTBTO; then they are "buying" that agency from the United Nations.

If the City of Detroit government were a part of the State of Michigan government; then it would be answerable to the Governor of Michigan. Governor Synder could take action on his own volition, using his authority as Governor.

However, the Governor doesn't have that power under the Michigan Constitution. NO - Governor Synder is acting using additional authority that was given him by the Michigan Legislature to deal with this crisis.

The Michigan State Legislature had to give the Governor the power to deal with the City of Detroit. The Governor attempted to act under an older law; however the electorate of Michigan repealed the older law last November, which left the Governor powerless to take over Detroit.

However, the Michigan Legislature enacted a new law which doesn't take effect until later this month. It is that law that gives the authority to the Governor.

The City Charters, for local governance (home rule) are, for the most part, issued by the state. Some cities predate their states and there are a few other unique cases. That which the state charters, the state may amend or decharter.
