You are correct. Nuclear power plants run properly are big money-making machines that capitalist corporations desire to have. The main reason that companies are not clamoring to build nuclear power plants is the "Shoreham effect".

The companies don't fear having an accident; they won't if they run the plant properly. They don't fear having to borrow large sums of money. They don't fear having to jump through the hoops of the NRC.

What they really fear is that some State regulatory agency could trash their plans. That's what happened in New York with one of the last nuclear power plants built; Shoreham. Shoreham was ready to go online, and needed to find out from New York's Public Utility Commission how much it could charge for Shoreham generated electricity. The then Governor of New York, Mario Cuomo, the father of the current NY Governor; appointed anti-nukes to the Commission, and they ruled the electricity rate for Shoreham would be ZERO. LILCO the utility couldn't charge for Shoreham electricity, hence had no way to earn back the money it took to build Shoreham and was forced to declare bankruptcy.

The utilities really fear the State regulators. However, US Supreme Court rulings since then have limited the State powers. If a State is asked whether 650 Mw of electric power is desirable for the State, they have to give the same answer for 650 Mw of nuclear power as they would with 650 Mw of wind or solar power. The State can't discriminate against the nuclear plant because it is nuclear.

Judge Murtha of Vermont based his recent decision on Vermont Yankee on those Supreme Court decisions. Hence, the power of the State of Vermont to curtail the use of nuclear power has been reigned in. If Judge Murtha's decision is upheld all the way to the Supreme Court; then utilities have less to fear from State regulators and may begin buying new nuclear plants.

The concept of pre-detonation is well know by all to mean a nuclear device FAILURE.

The pre-detonation doesn't result in an explosion; it results in MELTING of the device.

In order to have a large explosion, or even a small explosion, the device has to generate a large quantity of energy in a short period of time. That means that the device, once assembled into a critical assembly, has to STAY TOGETHER while the power ramps up and a sizable amount of energy is generated before it comes apart.

The pre-detonation ( with emphasis on PRE- ) precludes the complete assembly of the device; and hence NOT even a small explosion is possible. There may or may not be enough energy generated to MELT the assembly.

If the idiot anti-nuke had read the article on Godiva, the fool would have learned that Godiva experienced a couple of excursions, the second of which necessitated the replacement of the assembly as Godiva II. But Godiva didn't explode.

I am appalled at the hysteria, genuinely demented reasoning, psychotic, paranoid, ignorant, irrelevant, childish and reasonless expressions that have been posted.

A few thoughts

Construction of a concrete patch plant. Construction of new storage pools for intact fuel. Construction of a Waste Treatment Plant for contaminated water. Construction of a Solid Waste Treatment Plant that can process and immobilize high level waste in glass and a method of storage pending ultimate disposition will also have to be provided.

The specific tasks of removal cannot be undertaken until infrastructure can be constructed.

Units 3 and 4 will have debris removed from pools and hoists installed to remove fuel.

Unit one is much more complicated as the fuel has melted forming lava-like corium in the bottom of the reactor. Removal would entail remote underwater demolition and removal to the SWTP and treatment of the contaminated water. Some new technologies will need to be employed.

Groundwater contamination will have to be remediated using something like a deep vadose zone treatment where contaminated groundwater is pumped and processed.

Ultimately some or all of the site may have to be covered with concrete.

JOHANNESBURG (AP) — In the six years he's managed a sanctuary for abused and orphaned chimpanzees, South African conservationist Eugene Cussons is from time to time called on to comment when an ape elsewhere in the world attacks a human. Cussons says he could always pinpoint a moment of taunting or perceived aggression that could have set off the quick and powerful animals. This time, though, the attack was at his own Jane Goodall Institute Chimpanzee Eden in eastern South Africa. And Cussons, host of the Animal Planet show "Escape to Chimp Eden," is without an explanation.

In the end, Cussons, who was himself attacked by a chimp as he tried to pull it off Oberle, took the extreme step of firing into the air, scaring the animals away. Oberle was bitten repeatedly and dragged for nearly a kilometer (half mile). Cussons said one of the chimps was injured in the scuffle, and he was awaiting a veterinarian's report to determine the nature and extent of the injury. No one else was hurt. Cussons said the two chimps that attacked Oberle, Amadeus and Nikki, had been isolated in their night pens since the attack. He said they were calm and exhibiting remorse, which he said chimps show by behaving submissively.

Obviously, these chimps do not work for the Nuclear Power Industry, as they are CAPABLE of showing remorse and behaving submissively.
