TSURUGA, Fukui Pref. — Reactor 2 at the Mihama nuclear power plant in Fukui Prefecture marked its 40th year in operation Wednesday, while the government weighs allowing the now-idled unit to keep running longer than originally planned. The Nuclear and Industrial Safety Agency last week approved changes in safety regulations to permit reactors to keep running for more than 40 years.
A law limiting reactor life spans to 40 years in principle came into effect in June and a new nuclear regulatory body, due to be launched in September to replace NISA, is expected to decide whether to allow reactor 2 at the Mihama plant to be reactivated.
40 Year Limit

Captive
Putch
The present USA national regime cannot be accurately referred to as a democracy, republic, representative or constitutional government. Washington DC can fairly be described as a 'captive agency', but NOT as a nation of laws.
All three (3) branches, both political parties and the media, have abandoned any semblance of legitimacy in favor of protected monopolies. The entire regime is in open insurrection against the Constitution of the USA and the 50 state constitutions. This sad state of affairs includes but is not limited to the nuclear power industry, which has ‘captured’ the White House, NRC, Congress and the courts. Similar monopolistic circumstances are present in banking, insurance and the defense industry.
The nuclear power industry threatens to destroy the health and life of entire regions, in the USA as in Ukraine and Japan.
It is time to bring them to heal.
In my humble opinion
Finding our way HOME
A shared constitutional concept
Perpetuities and monopolies are contrary to the genius of a free government, and shall never be allowed; nor shall the law of primogeniture or entailments ever be in force in this State.

Finding our way HOME
The Source (Headwaters) of the concept
Ten states have constitutional provisions prohibiting “perpetuities.”
Perpetuities and monopolies are contrary to the genius of a free state and shall not be allowed. N.C. CONST. art. I, § 34.
The first such provision— originally in North Carolina’s 1776 Constitution and later copied by other
state. Every North Carolina Constitution since 1776 has included this section in its Declaration of Rights.

Heel
Correction
Bring them to heel
Though, bringing them abruptly to heel, will begin the healing of a wounded nation.
It is time
Parliamentary Control
Summary, if I read this correctly ...
The Japanese Diet passed a law limiting reactors to 40 years
NISA allowed exceptions
The Japanese Diet has dissolved NISA and set up a new nuclear regulatory agency
The Diet is reviewing appointments to the new regulatory agency
The appointed Chairman of the new agency is 'On Record' for 40 Year service limit
The Japanese parliament is in control, and they have determined that 40 years is about the upper limit for nuclear reactor SAFE operation
Is that Basically how it works?
40 Year Service Life
Full Cost Accounting --- 40 Year Service Lif --- Good Idea!
New nuclear body chief keen for reactors not to operate after 40 yrs
The government's candidate to head Japan's new nuclear regulatory authority said Wednesday he is committed to upholding a government policy to basically limit the operation of nuclear reactors to 40 years.
"This system is needed to ensure the safety of old power plants," Shunichi Tanaka, former vice chairman of the Japan Atomic Energy Commission, said at a parliamentary session. "We should strictly check nuclear reactors and take the stance of not allowing those beyond 40 years to operate."
Tanaka was being questioned by lower house lawmakers who together with their colleagues in the upper house will vote early this month on whether to approve his appointment.

Japan has switched to Full Cost Accounting, following the Man Made Disasters at the Fukushima Daiichi Nuclear Power Plant
The cost of a reactor is
The cost of a reactor is dominated by upfront capital costs. Once it exists every day that you keep it running is just free money.
So we can expect that regulators will just keep extending the lifetime until some incident happens that forces them to shut it down.
Captive Agencies
Surprise, Surprise, Surprise the USA NRC has even LOWER standards than Japan

Reactor License Renewal
Commercial power reactor operating licenses are valid for 40 years and may be renewed for up to an additional
20 years.
• 32 sites and 59 units with renewal licenses issued at operating nuclear plants
• 14 sites with license renewal applications in review
• 14 sites with letters of intent for renewal licenses applications
------------------------
This might indicate that the USA Congress and NRC are:
A) Corrupt
B) Stupid
C) Inept
D) Unconcerned
E) All of the above
Congress & NRC are trying to get us killed
Perhaps,
1) Neutron Flux, Gamma Ray bombardment and thermal stresses only embrittle GE BW Reactors in Japan and not in the USA, due to different (metallurgical) laws of physics across the Pacific Ocean.
Or perhaps
2) The USA Congress and NRC are more corrupt than the Japanese Diet.
Hmmmm ... I will go with option 2
